INTEGRATION OF SITE LAYOUT PLANNING (SLP) AND SAFETY BY DESIGN (SBD) PRINCIPLES: A HOLISTIC FRAMEWORK FOR ENHANCING WORKER SAFETY IN CONSTRUCTION PROJECTS

This paper presents a conceptual framework integrating Site Layout Planning (SLP) and Safety-by-Design (SbD) principles to enhance construction safety performance. It examines how early-stage design decisions can be coordinated with site layout planning to reduce workplace accidents. While prior research has separately demonstrated the safety benefits of SLP and SbD, limited studies have explored their combined implementation. This study proposes a digital, safety-oriented planning model supported by technologies such as BIM, VR, and AI. The model includes steps for risk identification, spatial optimization, stakeholder coordination, and continuous improvement. The study discusses theoretical and practical implications of this integrated approach and offers recommendations for both practitioners and policymakers.
