This study examines the restructuring process of local governments in Turkey within the framework of historical and legal changes. The restructuring of local governments in Turkey is considered a significant transformation process in terms of both democratization and gaining autonomy. The study aims to reveal the current state of local governments by analyzing the historical developments and legal regulations experienced in this process. In this context, the steps taken for the restructuring of local governments during the 1960-1980 period and post-1980 period in Turkey, the changes made in local government laws, and the innovations brought by these changes in terms of authority, financial resources, tutelage, and participation in local governments are examined. The study discusses the scope and impact of local government reforms in Turkey in detail, using extensive quotes and references from both Turkish and foreign literature.
