Abstract

Different segments of social life and professional groups reserved their place for in the novel, which is a genre of Turkish Literature. In the study, how image of civil administration authorities, who have an important place in our social and administrative life, is reflected in novels is examined. In the study, the problems they encounter and how they find solutions will be discussed based on characters of people, who are members of civilian administration profession. In terms of decisions taken by members of the profession, it is important that they are the embodiment of state and the practices of state. In this sense, the reason for reaching civil administration authorities, who are face of the state in country, and what they expect from the state and the statesmen will be included. Character traits of civil authorities other than being administrators and how they are involved in novels with their pains, longings, expectations, sadness and weaknesses will also be discussed. The main features of novels in historical order and solutions expected by local people from the state are examined. The subject of study is interdisciplinary between disciplines of public administration and literature, which has limitations due to the fact that it has not been studied prior.
