CHANGES IN THE TURKISH EDUCATION SYSTEM INSPECTION PRACTICES IN THE REPUBLICAN PERIOD

The purpose of this research is to reveal the changes in the understanding and practices of inspection in our education system with the Republican era by giving information about the general situation of education and training in the last periods of the Ottoman Empire and the beginning of the Republic in the light of these changes, and to shed light on the current education system by drawing attention to the changes in the inspection understanding and practices in the education system. . In order to realize this purpose, the fundamental values that founded the Republic were examined firstly, and in the context of these values, the importance gave to education, as well as the sources related to the studies related to the education system and therefore the inspection system in education were examined. In this context, the research was carried out with the general scanning model, which is one of the scanning arrangements made over the whole population or a group of samples or samples taken from it, in order to make a general judgment about the universe. As a result of the research; It was observed that the concept of inspection was first encountered in the Ottoman Empire during the Tanzimat Period, and in the period before the Tanzimat period, the practices in the madrasahs were controlled and inspected in some way. It is understood that in the layihas published in the last period of the Ottoman state, besides the concept of inspection, the names of the people who made the inspection were also mentioned, and the assignments were made with the title of "muin", which means "helping". The title of "Muin" is of great importance as it is the first title given to today's education inspectors. During the Republic period, various changes and regulations were made in the inspection system at different times. With the proclamation of the Republic, in parallel with the importance that gave to education, regulations regarding the inspection system were made in the "Education Inspectors Instruction" published in 1923. In the following years, many legal regulations were made regarding the rights, powers and duties of education inspectors. With the Republic, it has been observed that the education system has taken its share in the development moves and that the inspectors and inspection system who will control the education system have been given the value they deserve in order to control what is done. When we make inferences today by looking at these results, when we look at the inspection practices in today's education system, it can be said that inspection practices look like the Republican era in many aspects. For this reason, legal regulations are needed in order for the inspection system in education to be regarded again as in the first years of the Republic and to see the value it deserves.
